Description:  The West Virginia Department of Health and Human Services is working with the Infant and Toddler Specialists at the Child Care Resource and Referral agencies to develop a system of opportunity for quality improvement of infant and toddler care through:

*On-site observation using the appropriate environmental rating scale.
*Development of an action plan for quality improvement.
*Implementation of specialized infant and toddler training.

Currently, protocols for regulatory reporting are being established. Upon completion of these guidelines, Specialists will participate in Environmental Rating Scale training and begin to develop implementation guidelines for observations and action planning.
