Description:  Each of West Virginia's six child care resource and referral agencies (CCR&Rs) employs one full-time equivalent Infant and Toddler Specialist. The Specialists provide training and technical assistance and have achieved reliability with the state anchor for Infant/Toddler Environment Rating Scale – Revised (ITERS-R) and Family Child Care Environment Rating Scale – Revised (FCCERS-R) in order to develop quality improvement plans based on these observations. All Specialists attend and complete certification requirements for The Program for Infant/Toddler Caregivers (PITC), and participate in the statewide Infant/Toddler Specialists Network to share knowledge and skills.
